The Illinois Information Technology Accessibility Act (Public Act 095-0307) requires state funded information technology, including development, purchase, or new provision, will be made accessible to users with disabilities. It is suggested audio descriptions accompany digital images to enhance access for individuals with a print disability such as vision impairment.
Milner Library initiated a pilot project to investigate aspects of developing audio descriptions for a digital image collection. The International Collection of Child Art (ICCA) digital collection served as a beta model for developing audio transcripts.
Funding for the digitization of the ICCA was awarded by the Illinois State Library, a division of the Office of Secretary of State, through the Library Services and Technology Grant Act using funds provided by the Institute of Museum and Library Services, under the federal Library Services and Technology Act.
